NOTE: "Waiting" children in this table are defined as children who have a goal of adoption and/or whose parents' rights have been terminated (TPR). Children 16 years and older with TRP and a goal of emancipation have be excluded from these data. This table reflects data as of March 1, 2004. Jurisdictions with insufficient data ("NA") are not included in the total. These data do not include any estimates for individual States. These State-specific numbers may be affected by differences in State Policies, practices and definitions, therefore, the State-reported numbers of "Waiting" children may be different than those found in this table. The annual totals in this table will not be equivalent to those totals found in the "Trends in Foster Care and Adoption" bar chart found on the "National Adoption and Foster Care" statistics page found on this Web site due to rounding and/or estimation.
